Can I apply for WIOA services if I have an EAD Card?

Yes, individuals with EAD cards can typically apply for WIOA services, as long as they meet the program’s eligibility criteria.

Can WIOA find me a job?

WIOA is designed to help individuals access employment-related services and resources, which include job search and placement assistance.

What if I am missing a required document?

If you are unable to furnish any of the required documents, self-attestation is allowable and must be completed for each required document.

Why do I have to provide 6 months worth of income?

You are typically required to provide six months of income information for WIOA applications to determine your eligibility, allocate resources effectively, and tailor services to your specific needs.  Income verification helps ensure that assistance is provided to those who need it most and that services align with your financial situation and employment goals.

How long does it take for my application to be processed?

Generally, a week and may be up to four (4) weeks.

Why do I need to apply for Selective Service?

You are required to apply for Selective Service in accordance with federal law, which mandates that males in the United States between the ages of 18 and 25 must register. 

Can I avail to more than one WIOA program service? i.e. Can I be referred to an occupational skills training (classroom based) and then be referred to work-based training after completion of the course aligned to my career goals?

Yes, you can typically avail yourself of multiple WIOA program services if you meet the eligibility criteria for each specific service. 

Can WIOA pay for my classes?

Yes, WIOA can provide financial assistance to help defray the costs for education and training classes, including tuition, fees, books, and related expenses.  Individuals must meet program eligibility requirements for financial assistance.

Can WIOA find me a government job?

No, WIOA does not directly find government jobs for individuals, but it can provide job search assistance, training, and support to help you pursue government employment opportunities.

Why do I need to apply for other scholarships?

WIOA funding for training is limited to eligible individuals that are unable to obtain grant assistance from other sources to pay for the costs of their training or require assistance beyond the available grant assistance from other sources to pay the costs of such training.

Do I have to work and take classes as a WIOA Participant?

WIOA funding for training is limited to eligible individuals that are unable to obtain grant assistance from other sources to pay for the costs of their training or require assistance beyond the available grant assistance from other sources to pay the costs of such training.

Do I have to work and take classes as a WIOA Participant?

No. However, depending on an individual’s career goals, taking classes while working is allowed.

Will my paid work-based training affect my NAP, SSI, SSDI, or Veteran Benefits?

Participation in paid WIOA work-based training activities may potentially affect benefits and may depend on individual circumstances.  Participants receiving benefits from any of the named programs are encouraged to report earnings from WIOA work-based training activities to ensure there are no interruptions or impacts to existing benefits.

Registered Apprenticeship Program (RAP)

Can RAP assist with paying for employee salaries?

RAP Funding does not allow to pay for apprentice salary. However, ASE may reimburse a Registered Apprenticeship Program (RAP) sponsor up to 50% of the apprentice wage to cover the cost associated with On-the-Job Learning.

Can RAP assist with paying for classes?

RAP may be able to cover the cost of all classes associated with the approved Work Process Schedule under Related Training Instruction (RTI). All sponsors of a RAP are automatically eligible to become eligible training providers under the Workforce Innovation and Opportunity Act (WIOA). Therefore, apprentices may be eligible to avail of support services from WIOA to cover costs associated with their RTI.

Can RAP assist with hiring employees?

RAP cannot assist with hiring employees. However, RAP, is a WIOA Title 1 Program, can refer eligible individuals to a potential sponsor to be placed into a registered apprenticeship program. Often times, apprentices are current employees of a RAP Sponsor.

Are there any incentives for employers?

Unlike many other states and territories, the CNMI currently does not offer tax incentives for employers registering into an apprenticeship program. However, there are other benefits to employers such as:

Are there any incentives for journeymen/mentor?

While there are no direct benefits for journeymen/mentor, the RAP sponsor may create benefits for the journeyman/mentor in-house. As mentioned before, the RAP Sponsor can receive up to 50% reimbursement of an apprentice wage associated with the cost of On-the-Job Learning. This reimbursement is in the discretion of the employer/sponsor and may be used to provide incentives for the journeyman/mentor.

Is a High School Diploma or Equivalent required to be an Apprentice?

In most cases, an apprentice is required to possess a high school diploma or equivalent. If an individual does not have a high school diploma or equivalent, WIOA Title 1 Programs may assist that individual to attain one before getting into a registered apprenticeship program.
